C-293, The Better Aid Bill (Royal Assent - 2008)

· The Better Aid Bill significantly changes the manner in which Canada’s official development assistance is delivered and administered.
· Prior to C-293, Canada was sending money to countries like Ireland, despite their strong economy and lower taxes, and China amid concerns over human rights abuses.
· The Bill does not mandate more spending, but rather ensures that our money is spent on those who need it most – the poor.
· My Bill ensures that our money is targeted toward projects that make a real difference in the lives of those suffering in poverty.
· It also requires that Canada’s foreign aid spending be more transparent and accountable to Parliament.

C-260, The Fire-Safe Cigarettes Bill (Royal Assent – 2003)

· The purpose of the Fire-Safe Cigarettes Bill is to mandate by law that tobacco manufacturers produce cigarettes that will self-extinguish if left unattended. This regulation dramatically reduces the risk of fires caused by cigarettes, which according to Health Canada, this was the leading cause of fire-related deaths in the country.
· Health Canada further estimates that this regulation prevents up to 68% of fire-loss damages.

Achievements as Parliamentary Assistant to the Minister of Finance (2003 - 2006)

· I am incredibly proud to have helped deliver two consecutive balanced budgets and surpluses for Canadians.
· Unfortunately, the Conservatives have squandered this achievement, with many economists predicting that Canada will soon be facing a deficit.


Achievements for our Community

· $2.3 million for new equipment at the Rouge Valley Health System in 2004.
· Worked hard to ensure funding for the Scarborough Bluffs conservation effort.

In the last election Jack Layton said to us “lend me your vote.” What a disaster. Not only did we lose Kyoto but Canada also lost universal childcare and a historic opportunity to settle issues with Canada’s aboriginal peoples. The result was that enough votes were lent to Mr. Layton that Mr. Harper became the Prime Minister.
